Pardon my ignorance on this, but I believe that, as residents of Hawaii, we can't order ammo mail order. That is, unless one has an FFL. Am I incorrect on this?
yes and no.
I use AmmoSeek to find the best deals from mainland vendors, you have to take into account sales tax (based on shipping address) and shipping to a freight forwarder. I have the ammo shipped to a mainland freight forwarder that is in the specific business of shipping ammo to Hawaii, I think only Oahu. The ammo freight forwarding fee usually runs about $2 a pound, or slightly less. It's on you to make sure you calculate the total landed cost, delivered to your house. So you need to pay attention to the shipping weight, even if the ammo vendor offers free shipping, since the freight forwarding is not free.
If you're on the Big Island (your user ID name includes "Puna"), I think there some folks over there that work with the ammo freight forwarder to serve as a distribution point for Big Island Folks, but since I'm on Oahu, I'm not up to speed on those details.
Since the shipment & deliveries are months apart, I usually buy cases of ammo. When the pallet lands in Hawaii, you'll get an invoice from the freight forwarder for their fee, based on your shipped weight.
When I've placed an order with a new mainland vendor that I haven't ordered from before, since the ammo is being shipped to a location other than my billing address, there's usually some verification with the vendor that takes place to insure you're not a fraudster doing identity theft. But once you've established that you are indeed really you, then for follow-on orders it's no problem.
Some vendors will absolutely not ship to a address other than the billing address. Hey, fraud is real, can't blame them. So I have to read the fine print like Shipping Terms, Terms & Conditions, to see if that's spelled out.
I've been doing this since 2019. if you're new to the Hawaii ammo freight forwarder, you might have to establish your bona-fides with them for first time order.
sorry for the TL;DR.
